For the Sultai, the graveyard is not a final destination. It is a pantry. The Sultai Arisen Commander Deck fills your graveyard with creatures, lands, and spells, and then lets Teval, the Balanced Scale reward you every time cards leave that graveyard.
Attack with Teval and you mill three cards, after which you may return a land from your graveyard to the battlefield tapped. More importantly: every time one or more cards leave your graveyard, Teval creates a 2/2 black Zombie Druid. Reanimation, recursion, retrieving lands, and even exiling cards from your graveyard can all yield new bodies.

Teval is a 4/4 flyer. When he attacks, you mill three cards and may then put a land from your graveyard onto the battlefield tapped. Additionally, whenever one or more cards leave your graveyard, you create a 2/2 black Zombie Druid token.
Kotis, Sibsig Champion

Once during each of your own turns, Kotis allows you to cast a creature spell from your graveyard by exiling three other cards from your graveyard in addition to its normal costs. Whenever a creature enters from a graveyard or was cast from a graveyard, Kotis gains two +1/+1 counters.
The graveyard is a second hand
Sultai Arisen isn't just about milling as many cards as possible. The deck is specifically built around the cycle of filling the graveyard → retrieving or casting cards → getting rewarded when they leave → filling the graveyard again. As a result, many cards provide value multiple times in a single game.
Playstyle:
Sultai Arisen suits players who like to plan ahead and utilize multiple zones simultaneously. Not every card you mill is lost — often, it is exactly where you want it to be.
